Welcome to the forum. That is completely normal for the GPU to down clock to idle when it's not under a load. Then I've done some more research and found out that I needed to clear cmos to get my bios to reconfigure to the new graphics card.

It worked after that which was nice. This happened at 3am which then I need to head to bed for work early morn.
